At the British Council – the UK’s international cultural and educational body – we’ve been thinking about what we call the International Relations Positioning Spectrum. It draws on work by Nick Cull and work done by Ali Fisher and Counterpoint, our cultural relations think tank on ‘'Options for Influence’. The spectrum sets out in broad terms what we think a nation can do in the world and how what we do – cultural relations - fits into it.

THE REVOLUTION WILL NOT BE TELEVISED: ON BLACK WATCH AND THE U.S. MEDIA BUBBLE

A few months ago I had the pleasure of a nice lunch in West Los Angeles with a team from the British Council out from Washington, D.C. The team was led by Ms. Sarah Frankland, Arts Manager, from the British Council.

The topic was theater and public diplomacy. The Council was trying something new in their programming -- bringing what could be a controversial play to the United States. Not only controversial, but a play that addressed one of the most volatile subjects in the U.S. and the world today: The U.S.-led war in Iraq.

For the past four years Doug Thomas and I have been exploring the potential role of virtual worlds as entry point for cultural dialog through our Public Diplomacy and Virtual Worlds Initiative. We began our research looking at the virtual world/MMOG, Star Wars Galaxies. At the time, the game presented itself as a rich hybrid: players could both play a game and live in it. Residents built and ran cities, they “owned” homes and decorated them (and, more importantly, invested in them emotionally) in myriad self-expressive ways. What was most exciting... FULL TEXT

WE NEED A PUBLIC DIPLOMACY STRATEGY FOR RUSSIA

Since September 11th much of our nation's public diplomacy efforts have been focused, appropriately enough, on the Middle East and the Islamic world. However, while much energy and attention has gone to improve understanding of America and its policies in those regions another important sphere has been neglected. The Russian government is now clearly conducting a concerted effort to indoctrinate its people, particularly its young people, in anti-Americanism. America is hardly the Kremlin's only target. Indeed, the list is a long one -- Georgia, Ukraine, Estonia, Britain, etc. Its recent forays in the Arctic have actually sparked the Canadians to... FULL TEXT

LISTENING TO THE PUBLIC IN DIPLOMACY

On July 19th Avaaz.org and Chatham House hosted Britain's new Foreign Secretary, David Miliband as he gave his first speech on "A New Diplomacy." Mr. Miliband is one of the youngest ministers in Britain's history. He is the first to keep a blog, and he has an avatar in Second Life. He is an individual "hooked-in" to the virtual world, someone who seems to intuitively understand the value of new media and its power to connect people and affect change. So perhaps it should not be surprising that he chose to give his first major speech in such a unique... FULL TEXT
